The Fraud team have said,
"Neteller as an online provider of payment services, where card spend takes place without the card reader present and this is unfortunately a type of service that is exploited by fraudsters as a means to steal and layer fraudulent monies via functions such as their prepaid cards, money transfers or merchant integration. Neteller isn’t inherently insecure or in anyway complicit in this fraudulent abuse of their service and they too expend efforts to detect and prevent this abuse, however due to the functionality they offer, which genuinely serves their customers, we consider it a high risk service, as we do many money transfer services and we therefore will make profiling decisions based on this and other factors on a case by case basis.
There isn’t really anything “being done about it”, it is simply a risk management process that we will follow and will do so to the best of our abilities, cognisant of customer security and levels of inconvenience.”
